I've been trying to tell people that there two foreign policies at work here. The CIA though technically under the presidents yoke they are still guided by their budget and those that set the budget. For example congress had allocated $500M for the training and arming of 'rebels'. That allocation is law that even the President cannot over ride. In short the CIA was tasked with the removal al Assad by Congress, not so much the President. John McCain is probably the shadow boss.

Finally, a programming note. Secretary Kerry will travel this week – starting this week. He’ll travel to Paris at the invitation of President Hollande to attend Bastille Day celebrations. He will – the travel starts Wednesday. The Bastille Day celebrations are obviously on the 14th. Later that evening on the 14th, he’ll travel to Moscow where he will begin a series of meetings with senior Russian officials to discuss Syria, Ukraine, Nagorno-Karabakh, among other issues. He’ll then travel to Luxembourg City, Luxembourg, on the 15th of July, where he will meet with the Deputy Prime Minister and Foreign Minister Jean Asselborn to discuss a range of bilateral issues, the transat
lantic relationship, and a variety of other issues of mutual interest to us both.

The SoS works directly for the president.
If it was the CIA or anybody connected to the Secret Squirrels I would have my doubts.

I also don't think Kerry knows how to 'go off the reservation.'
