Louisiana law "protecting" cops as a persecuted minority eligible for hate crime status enabled and encouraged this killing. Not that cops need a lot of encouragement to kill black folks.

That law is to make the punishment tougher if somebody attacks a police officer. It has no impact on charges when a police officer attacks a person.
