2. Not really. It looks like low prices are where oil is pumped.

OK, TX, the Gulf coast. Outliers like CA are just part of the fact that everything is more expensive in CA and the rest of the west coast.

3. Yep looks like where oil is pumped...as gasoline at filling stations...here is oil prod. by state

Notice North Dakota is 3rd, Montana is 12 in oil production, but in the highest cost states....Notice that Illinois and Michigan produce more oil than Virginia and Georgia. What about Georgia? Oh, no oil production!
