Trump does weird things with his fingers when he speaks

Sometimes it is his thumb and forefinger together then it's his thumb and middle finger then it his thumb and ring finger with the other fingers raised or clenched. I watch his finger movements mesmerized and try to duplicate it.

Two palms out to his sides, like the way a child says "it wasn't me."

Combined with all the repetitive "believe me" and "i can promise you this" it is the body language of a liar. He is in effect telling us 'you should NOT believe me because I am trying too hard'

The choppy movements and sentences are the outward manifestation of choppy thinking. It is likely that Trump, like Palin, suffers from the over use of stimulants. They FEEL smarter but what comes out of their mouth and gestures is an energetic salad of jingoism.
