Could Obama restore voting rights of all nonviolent "three strikes" felons with a mass pardon?

I'm talking about the ones who are "three strikes" felons for minor drug offenses.

If nothing else, could he do this for all such people in federal prisons?

...but the voting rights are up to the states. I don't think he can order the states to restore voting rights.
