Even if the voting-machines don't get hacked or manipulated, they are most likely so old that technical glitches will lead to problems anyways.
(When was the last time you used a 10-year-old electronic device and nothing weird happened?)
Are counties free to use whatever they want or is it possible to demand that they use a specific technological kind of ballot and vote-counting?

FWIW - while political activists fret about things like this, the average voter is not worried that they're vote isn't being counted; they're worried that it will take them hours to vote.

Florida got their paper ballot back, and when they got it, Gov. Charlie Crist gutted the law protecting the paper ballot.
The paper ballot is stored for recount purposes only, and the state STILL certifies the ELECTRONIC TOTALS. The recount was narrowed from 100 years of 1% to 1/10 of 1%, thus ensuring any candidate pays for their own recount. Statewide race? No candidate ever has the money left over. Now, it gets better....
The certification was changed to a POST certification of one week later after the vote, after they announce who won, they go in a back room and check the vote a week later. Now get this: This post certification audit of checking paper ballots against the electronic totals is only a requirement of 1-2% of precincts! This means they are only checking 46-48% of the vote! UNDER HALF.
It's a sham audit and it's not enough. You must audit at least 3%. Other states do a better job. This is why no candidates care about Florida anymore, Kerry on up, look at a map to win without it.
Florida should be sawed off at the top and be left to float like Bermuda. It's just a banana republic.

(918 posts)of the voting machines in New York City would mysteriously disappear every Election Day. Every voting machine kept a running total of the vote count on one of those old-fashioned rotary tabulators. The precinct supervisors could check the digital tabulator and know which machines needed to be "disappeared."
I was a "Bi-Lingual" technical consultant back then even though I never got higher than B-minus in high school Spanish.
During my first orientation I asked if I was permitted to advise voters in any way. "No!" came the answer, "That's illegal."
What I could do, however, was go into the booth with the voter. Once there, with the curtain drawn, I simply pulled all the levers in Row A.
Even in NYC, a few hundred votes often turned Council and Assembly races, so the Bi-Lingual Consultants were deployed throughout the day in districts where the outcomes were closely contested. The political bosses made a very compelling case, either we win or you're out of a job.
