... In February, the board decided unanimously to continue allowing vendors to sell the image.

But in a statement released later, the board said it would ask vendors “to refrain from prominently displaying items that may be disruptive.”

When letters to the vendors were sent out, the Fair Board went farther, saying that all items with the Confederate Flag on them were disruptive and should not be sold or displayed at the fair ...
