I think W just got luck of the draw by running first, and by having his brother on hand to cheat for him in florida.
Had the situations been reversed, I think Jeb would have gotten in the first time, and W been the one who got left out in the cold.

Plus, Shrub's first time had Karl Rove to thank for a LOT of campaign tricks, plus the Supreme Court because it took the Dems far too long to understand what was going on....
I am being charitable about their understanding, actually. Maybe they knew.
