may have been an attempt to hold it together till they could get the bricks to fix it - which it seems to be doing.

You can see that there is a round steel post in the middle which is undamaged and is what is really holding up the roof. The wrapping is just to keep the bricks together as much as possible until repairs are effected, in case the upper section can be salvaged.

in a very working-class Mpls suburb back in the 1970s. People with that outlook, minus the Jesus, were a dime a dozen even then, long before the Repuke propaganda machine existed. There is a very long tradition of anti-intellectual know-nothingism and vicious racism in parts of the American working class.
