How California Justified Free Tuition Before RR Cut Higer ED Budgets

When I going to college in the 70s tuition was free, Los Angeles City College cost me $18, San Diego State University $80 of that $50 went to support the free clinic on campus.
California has a state income tax. By giving free college, the graduating students would get higher paying jobs, which meant that they would pay a higher income tax for the rest of their working careers. A win win for student and California.
In my case before college degree I had a minimum wage job with no chance of getting a higher wage. My state income tax was 0.
Once I got my college degree in education, I became a teacher with having to pay $7,000 per year.

Which is $362.00 for 8 units (full time).
San Diego State tuition is $6,976, though and another $18,000.00 or so for food and on campus housing.
