He had led a commission on that very subject back in 1997-1998. So when warnings came across his desk that Al Qaeda was determined to strike in the US, one of the areas he would have concentrated on (since hijackings are traditionally a method terrorists use) would have been airline security. They benefited politically, financially, and milked it for all it was worth.

The Clinton administration actually hunted down and captured terrorists instead of having large ground wars with innocent casualties.
