Donor conference today in London for Syrian refugees: US - $.9 billion, UK - $1.8 B, Germany - $2.5B

France $1.2 billion.

Total of $11 billion promised. In the past from 1/2 to 2/3 of the funds promised have actually been delivered.

i don't think the president has authority to grant $9B to anyone. is this something budgeted that has to be approved by congress? is it coming out of some pre-approved fund?
