The cop won't finger his co-conspirators because that would be a violation of Omerta. He knows that he will get some prison time for murder and his life will depend on cops and guards keeping him safe. If he rats them out, he will die in prison.

He is the designated scapegoat and he knows his place.

there is ample evidence of the coverup.

However, it will be up to the Feds.

The justice system is way too corrupt. Sadly, once you have legalized torture, it is pretty much down hill from there.
