Attacking persons parachuting from an aircraft in distress is a war crime under Protocol I in addition to the 1949 Geneva Conventions, Turkey being one of the notable exceptions not ratifying it.

While a Turkish Aircraft did shoot down the Russian Fighter and it did land in Syria, would those rebels then not most likely be Syrian Rebel Forces?

I have no information indicating that Turkish Forces of any kind committed or were accused of committing a war crime by targeting the Russian Crew that had abandoned their aircraft after it was struck.
