So we let the Refugees into New York and California

once in, there is no legal or Constitutional way to restrict which State they go to.

What do these idiot Governors do? Arrest them for being Syrian?

know very well that they can't keep them out of their states. They are just playing to their knuckle-dragging GOP base. What the states can do, however, is make it difficult for the refugees to obtain services, and I expect they will do everything possible to make them unwelcome.
