The ideologue is bad only insofar as he is intelligent enough to leverage his personal power into action. The director can wield hundreds of ideologues, multiplying their effect (and the damage that will surface later) and reach.

It's like a grenade versus a Tsar. Both suck at point blank, but only one will kill you a mile away.
