On MSNBC they were just talking about the US being concerned that new Russia airstrikes against ISIS may go after targets with higher probable civilian casualties.

(47,187 posts)So while you may be right about the effectiveness of killing high profile individuals, it does not precisely address the issue. The question here is whether targets are evaluated on the basis of collateral damage in a similar way as the US does.

They also had not targeted the Isis HQ or training grounds until recently.
