And I think it can happen, especially if something happens in the US. The supporters of surveillance will say that we were safe while the Patriot Act was in place. They will make the argument that those not "up to something" have nothing to worry about, etc.

How many nations? I imagine they'd say "As many it takes," whatever the eff that means when discussing wars like Afghanistan.
