Honestly (if there is such a thing in my state) I thought it wouldn't be above an F.

How does CA get an A grade on its state pension fund when it's billions in the hole With ~25% underfunding, and WA gets a C with a ~95% fully funded plan?

The structure of our state government has been described as "three men in a room." In other words, the governor, speaker of the Assembly, and president of the Senate make all the decisions, which are then rubber-stamped by the legislative bodies. Considering that two of the three men who most recently held those positions are now under indictment, I can't see how we earned anything better than an F.
