House invokes 'martial law' to speed vote on spending bill

Wow, Congress has become a pathetic caricature of itself...

This likely means that there aren't enough votes to get the House's version passed. You know, the version that includes the unconstitutional bill of attainder defunding PP?

It would be an unconstitutional bill of attainder if the funding was removed during the fiscal year. It would be unconstitutional to reject funding for something required by the constitution. Eliminating funding for PP in FY16 is neither.
