"Democratic character" in explanation of Democratic socialism vs. socialism

Hi. I have a question, and after unsuccessfully googling around to find an answer that was in terms that a dummy like me can understand, I thought I'd ask here.

I'm finally finding time to learn about Bernie, and a friend sent me this article about socialism vs. Democratic socialism and I have a question. What is meant by "Democratic character" in this paragraph?

1. Socialism can be defined as a system of collective ownership and management of the means of production and the distribution of goods. Democratic socialism gives more importance to a democratic character.
