Record torrential rain hits Tochigi, Ibaraki prefectures



The Yomiuri ShimbunRecord levels of torrential rain hit parts of the Kanto and Tohoku regions on Thursday, prompting the Japan Meteorological Agency to issue an emergency warning (see below) for heavy rain in Tochigi and Ibaraki prefectures.

An evacuation advisory was issued to about 960,000 residents of Tokyo and seven other prefectures.

An emergency warning for heavy rain was issued in Tochigi Prefecture at 12:20 a.m. and in Ibaraki Prefecture at 7:45 a.m. The agency is calling for maximum caution following a series of sediment disasters and floods that were reported in the Kanto and other regions.

According to the agency, Typhoon No. 18 weakened into an extratropical cyclone on Wednesday evening. Moist air moved into the Kanto region and the southern part of the Tohoku region, creating cumulonimbus clouds that unleashed torrential rain in those areas.
