Official definitions

Federal definition. The federal definition of gang as used by the Department of Justice and the Department of Homeland Security's Immigration and Customs Enforcement (ICE), is [1]:

An association of three or more individuals;
Whose members collectively identify themselves by adopting a group identity, which they use to create an atmosphere of fear or intimidation, frequently by employing one or more of the following: a common name, slogan, identifying sign, symbol, tattoo or other physical marking, style or color of clothing, hairstyle, hand sign or graffiti;
Whose purpose in part is to engage in criminal activity and which uses violence or intimidation to further its criminal objectives.

And in California: Definition of "criminal street gang"

A criminal street gang is defined as any organization, association or group of three or more persons, whether formal or informal, which (1) has continuity of purpose, (2) seeks a group identity, and (3) has members who individually or collectively engage in or have engaged in a pattern of criminal activity. (Reference section 186.22(f) of the California Penal Code).

Gerrymandering, failure to disclose contributions, distorting one's record to get elected and putting obstacles in the way of voting should all be criminal behavior (Yes, I know some already are, but they are rarely prosecuted). Perhaps by using gang statutes we can reign in some of the worst behavior.

Under the California definition, many brokerage houses WOULD qualify as street gangs if our fiends in the Republican Party hadn't legalized naked CDS and synthetic CDO.

When I was younger, early 90s, myself and two friends were walking back from the mall when a cop pulled us over to check for gang affiliations because we were 'walking with a purpose'.

It was raining cats and dogs outside.
