Are there any US cities where cabbies are W2 employees of cab services rather than contractors?

And are there any where they have a collective bargaining agreement with the medallion holders/cab services?

The AFL-CIO had to change their rules to allow them to affiliate (which is why it took so long).

They also, interestingly, seem to be trying to recruit Uber drivers.
