The dog's name is Inuyama Shibao, a very clever play on words. Inuyama is a Japanese place name, and literally means "Dog Mountain". The dog is a Shiba, and giving it the suffix -o makes it sound like a Japanese man's name.

25. It's actually a commercial for "Seven Ginko Card Loan"

7-11 (which is now called "7-i Holdings" here in Japan) offers consumer loans through its "Seven Ginko" bank. So the announcer is saying that the "news program" was "brought to you by Seven Ginko". Occasionally, there is an explanation about how easy it is to get a consumer loan with Seven Ginko.

Those captions are of actual TV news stories that get recycled every year. The content is very predictable, and it's almost like they use stock footage and even recycle old newscasts for these stories. It's almost like the dog is saying "Oh, dog, not this crap again"
