I found a discussion thread from 2010 at Stormfront -- I'm not going to link to it, but you can get there easily enough by googling on what I quote.

One poster asks, "If SHTF, then what kind of clothing should we have ready to put on? I don't think it would be a good idea to have military camo because that may make us look too much like federal soldiers. I was thinking dark blue jeans, black boots, black military jacket, black backpack?"

Another answers, "Well, the idea is to blend in with the rest of the populace unless there's some kind of transition. A while a go some people decided to have the Confederate Flag as a patch on some of their gear. Others decided the Rhodesian flag. I'd just keep an eye out for any WN'ist symbology."

The idea of dressing in black as a quasi-uniform with a flag patch as identification sounds very close to the image of the shooter in the photo.

And the context, of course, is the expectation of an all-out race war and/or war against the federal government. Which raises the possibility that the shooter was engaged in a Turner Diaries-style act of inciting such a conflict through an act of mass violence.
