7. Situation that led to lockdown was different

The Boston lockdown occurred after a car chase and police shoot out. The cops knew the suspect was running on foot and likely wounded in a residential area.

The lockdown was to find him within the residential area.

Here, no sense shooter was injured. No sense locking people in would enable police to search and catch the guy.

I don't think the situations are the same.

The lock down of Boston didn't occur until 4 days after the bombing. I wasn't released from work early the day of the bombing and everyone was in the office the day after.
