We live in a country where voting is not compulsory; choosing not to vote is one of the privileges we share.

I think it means, you have the privilege to not worry about whether there end up being Supreme Court justices who totally outlaw all abortion, or create racist literarcy tests to vote, or any of a number of other things. That if you're a member of a group that doesn't have all of its civil rights and/or is seeing its civil rights erode, you are scared enough of a Republican president that in the general election you'll vote for whoever has a D behind their name.
