as the building gets ever taller? There has to be a pretty slick system for doing that.

From what I understand, most of the time was spent on legal wrangling, design issues for the memorial and sorting out the "bathtub", the underground walled enclosure around the whole complex that keeps the Hudson from filling the space. It was damaged in a huge way when the towers collapsed.
