For some reason, jail inmates make some of the best possible witnesses in criminal cases involving other inmates. They see things nobody else sees. Their perceptual skills are so acute that they often even see things that haven't happened. Often they get shortened sentences or favorable treatment as the system seeks to reward them for their general usefulness.

...charges fall in the range of what he potentially could have been charged with.

Note I don't blame the guy. He'd have to be worried what would happen to him if he didn't cooperate and telling the truth isn't going to make Gray any less dead or likely put much of a dent in the number of bad cops.

Hands cuffed and a wild ride. throws you all over. Heads have been bashed, and necks injured. They know it's from the nickel ride!

If it was significant thumps and crashes during severe braking and sharp turns then it speaks to the nickel ride.

If it's regular systemic bangs from one area during a 'regular' drive then it speaks more to self harm.

The ride was so quiet that he doesn't remember anything suspicious happening.
But the ride was so remarkable that he heard the other guy thumping against the walls.

But that large segment of the American public that answers to the general description of "assholes" will buy anything as long as it supports their pre-existing prejudices. I think this kind of story helps confuse the issue and muddle public opinion and is therefore invaluable to them.

And when do Police verify a prisoner's "testimony"? When it's coerced. This one, affidavit and all, is a lie.
