There were two open cabinet positions, Sec. of Defense and Attorney General.

Obama nominates Ash Carter for Sec. of Defense and Loretta Lynch for Attorney General.

Obama actually nominates Loretta Lynch a full month BEFORE he nominates Ash Carter.

Carter was swiftly confirmed by the GOP-controlled Senate. Meanwhile, Lynch still hasn't even received a vote and she's had to wait longer for a vote than any other Attorney General in decades.

Did I mention that Carter is a white male while Lynch is a back female?

Looks like the GOP's minority outreach effort is coming along splendidly.

If something happened, they would be under scrutiny. DOJ has a leader and there isn't much risk in stalling there.
