I received a call about sweet dog chained to a tree, needing to be spayed and perhaps re-homed. The caller knew that the owner would allow the spay, but was unsure if he would allow me to re-home to a family who would allow her indoors.

Upon my arrival, I found Darla chained to a tree in a very secluded backyard, way down a hill where she could not even see the home. Her shelter was a very rickety box with holes and lots of space for wind, water and snow to get in. She spent more than three years living there and had puppies that were given away at the grocery store. When she saw us coming, she was so happy that she whimpered and cried. She did so as I petted her as well; she was just so happy for the love and attention.

The owner said she wandered into his yard and he kept her there because he was fearful that she would be put to sleep, since she was a pit bull. With some education and compassion, he decided to let her go.

Would do something like chain a dog.
There should be prison time for people that chain dogs. They should be made examples of to warn other animal abusers that this will not be tolerated in our civilized society.
A few high profile arrests with plenty of media coverage and harsh punishment would go a long way towards ending this barbaric practice for good.
I know that not too far from where I live there are rednecks that use dogs to chase coyotes, their dogs are kept on chains 24/7. I have complained to my sheriff for years about the treatment and housing of these dogs with no recourse, the sheriff just says "right now he is breaking no laws".
I know we need to pass tough, statewide laws to ban chaining and to outlaw the barbaric use of dogs to chase, harass and kill wildlife in the most gruesome way. Coyote hunting and coon hunting are no different than dog fighting and they must be stopped. The unfortunate dogs must be rescued, spayed and neutered and taken away from their abusers.
To end the chaining of dogs we must first end the abuse of dogs.

Leash law, basically keep your pets contained or restrained. It wasn't enforced that much, though it was used as a fallback for a number of dog related things.

Not sure if they've changed it, been about a decade since I moved away though so they might have.

It was called a leash law because it sounded better then chain law. It was more about keeping a animal contained then anything else.

Keeping them chained to a tree was allowable due to this law. I'd seen just that a few times, and reported it only to be told that it was allowed due to that law.

It was used as a fallback by the police so they wouldn't have to investigate certian animal abuse allegations. Someone poisoned your dog? Cops wouldn't do anything unless you could prove the poisoning happened on your property. Shot? Same thing. Someone run over your dog? Even if you had a recording of them admitting to doing such, well you should have kept the dog on a chain/leash/whatever and off the road.

Except in cases where they are actively working as in hunting or herding.

Volunteers build fenced enclosures and shelters for dogs to get them off chains.
