Four states and 370 delegates were on the line in the Democratic primaries on March 4, 2008, and former President Bill Clinton — the biggest star of his party — was tucked away in Texas, making stops at small cities on the Mexican border.

Away from large rallies and the central cities that attract the national press corps, Bill arrived in the city of Eagle Pass, which borders Piedras Negras, Mexico, riding in the back of a pickup truck and getting out the vote with a megaphone. It was one of seven smaller, far-flung towns he hit up that day in similar, low-key fashion. It wasn’t glamorous, but Bill’s shoe-leather campaigning, especially with Latino voters, worked: Hillary Clinton beat Barack Obama in the Texas primary 50 to 47 percent, and won the counties where Bill campaigned by double digits. Bill enjoyed himself, aides recalled, but it wasn’t the center of the action.

Bill’s role on the campaign was an ongoing frustration for him and his team the last time Hillary ran for president, campaign operatives from the 2008 race said. Tension between the former president’s staff and the campaign festered as the chances of winning dimmed. The feeling within Bill’s inner circle, sources said, was that if he had been allowed to have a bigger say in strategy from the beginning, the campaign wouldn’t have ended up where it did.

Last time around, Hillary’s campaign staff was intimidated by her husband’s star power, concerned that she would be seen only in relation to him. They wanted to be sure he didn’t overshadow her, which, paradoxically, only made his moments in the spotlight seem more noticeable – and his mistakes even more significant. His attempt to dismiss Obama’s big win in the South Carolina primary as a Jesse Jackson-like surge of black support backfired badly enough that he was viewed from then on as a potentially volatile distraction.
