(45,319 posts)That was certainly the case with NAFTA, George Bush negotiated that puppy for years, signed it and sought fast track approval which was denied to him. This is how NAFTA came to Clinton, who should have axed but but did at least modify it in some favorable ways prior to pushing approval through Congress.
I hope to see the Congress refuse Obama the same gift they refused Bush. Fast Track is a single up or down vote with 30 days to study the legislation. It's a bad idea and Congress is usually hesitant to allow it, because it does not insulate them from responsibility nor accountability in the eyes of constituents while preventing them from any amendment of modification of the proposed agreement.
