It was planned for. They started dismantling the defenses against predatory capitalism when they enacted Gramm-Leach-Bliley.
President Clinton was wrong to sign this legislation. The President signed this with great fanfare. The nation is wrong to allow these financial shenanigans to continue now after the 2008 crash. DoddFrank is hardly a replacement for Glass Steagal.
