Can Boehner fill the seats of thise skipping the speech with staffers? Or will the seats be empty?

I have read suggestions on twitter that folks be in the chamber, and leave when Bibi begins to speak to prevent this, or just stand and turn their backs on him during the speech.
My question, can or would Boehner fill the empty seats with staffers?

Use a high resolution photo, identify all the actual congress members in it, and mark everybody in three colors: one for Republican congresspeople, one for Democratic congresspeople, and one for flunkies taking up space.

If they're going to use a version of the "Brooks Brothers riot" tactic, they've telegraphed it way in advanced, and there's no excuse for not being ready for it.
