This would be funny if it weren't so disgraceful. Boner appears totally wasted with smirky smiles, heavy eyelids and air kisses for reporters in responding to q's about continuing DHS funding. The guy needs to be at Betty Ford Clinic and not serving as House speaker. I don't know what he's on but he's way out there.
