If Rahm is in a run off, he will have to answer questions about the Guardian article:

(36,437 posts)3. Rahm looks likely to have to face a run-off, which is considered "going down"
among his opponents.
It's probable that he will win a second term, even with a run-off, but the run-off is considered a defeat among his critics.
In that sense, this thread is probably correct. With almost 70% in and Rahm only at 45%, and Garcia placing far above his polls, Rahm will almost certainly be a facing a run-off.

complete story at this link:
http://www.theguardian.com/us-news/2015/feb/24/chicago-police-detain-americans-black-site
.Here is first sentence:
The Chicago police department operates an off-the-books interrogation compound, rendering Americans unable to be found by family or attorneys while locked inside what lawyers say is the domestic equivalent of a CIA black site.
It is an ugly story saying the police have a private place where they keep suspects and do not give any constitutional rights. He needs to answer if he knew about this, and what it is/isn't.
