The final episode in America's involvement in South Vietnam was called "Operation Frequent Wind" --the evacuation of remaining US personnel and "at-risk" Vietnamese citizens.
Who thinks up these things? How about "Operation Massive Policy Failure"?

I.e. it's psychopath code that, when properly interpreted, means "Don't worry the business of genocide for profit is by no means coming to an end, it's just moving to a different part of the globe".
And that's exactly what happened after Vietnam.
