If I'm not mistaken, I've seen other pictures taken at this setting. I think this is the Chattanooga railroad station, and the unidentified diner is waiting for a train.
I looked here. I could be wrong.

While waiting for a train to take him from Chattanooga to Memphis, a trip of some 400 miles, Elvis sits at a lunch counter to have some breakfast. The woman standing has ordered a sandwich for which she is waiting, but is not permitted to sit at the counter.
