When the U.S. sits down at the negotiating table, every country at that table has to be able to trust us, he said. if our trading partners dont trust the administrationif they think it will make commitments that Congress will undo laterthey wont make concessions. Why run the risk for no reason? But thats not meant as ceding authority to the administration, he said. I am not saying to enhance our leverage we have to enhance the administrations powerfar from it, Mr. Ryan said.
