Translation of first paragraph:
The morning-after pill will probably soon be available without prescriptions in pharmacies. The EU-Commision released the medication "EllaOne" for EU-wide distribution, according to own statements. A spokesman for Commissar of Health Vytenis Andriukaitis emphasized that countries still have the right to install the demand for a prescription nevertheless, if they wish. He said, it were an ethically sensitive issue where different national regulations are justified.

The morning-after pill is an extra-strong anti-baby pill that postpones ovulation until the sperm has died off. It does not prevent fertilization and is not an abortificient.
