My theory is the driver(s) involved in these accidents are drinking/drugging and don't want to get nailed for that.

People don't even bother to stop at lit pedestrian crosswalks--or turn right on red without even slowing down.
I've come close while walking the dog multiple times. It is infuriating.

They are either elderly and a drag on the economy or suspect. They do a pretty good job maintaining the streets around here but forget the sidewalks. Even the kids have to go to school in a car, The sidewalks end two blocks before the school.

are undocumented, unlicensed, and/or uninsured and speed off to avoid repercussions.

They make an instantaneous decision that they have too much to lose if they hang around. It's a scary thing if someone needs serious medical care and the driver takes off.

A family and dog, in a crosswalk, driver slowed down then sped up and hit them. The dog died, the mother and baby were injured. I'm scared crossing busy streets with my dog now even with a green light and crosswalk. I carry her across.
