There's a reason it is cost 'effective'. Because the bulk of billions of dollars lost a year is picked up by tax payers.

It seems to problems starting with the Postal Accountability & Enhancement Act

The hypocrisy of it all is amusing. USPS is a monopoly which government regulations help enforce (though they really aren't necessary) which makes it difficult for competitors to enter the market. Aside from that they are from the only government backed monopoly, they offer very cheap rates which the opposite is true for most monopolies on the consumer receiving end of it.

I don't oppose cost cutting or improving efficient, but getting rid of those unusual requirements would be a start.

Scrap the post office and let the invisible hand do its thing. What would the rates be, especially for those rural customers? Businesses that need to be able to ship packages?

$5 billion isn't much divided among all the US taxpayers, it is also a service they also use to some extent. At some point, someone will at-least have a letter which is important to receive. It pales in comparison to Defense spending which the Lion's share goes into hands of private defense contractors.

Local cites/counties/states often cough up the lions' share of professional sports facilities, while also agreeing to cover a team's losses if they sell less than 90% (NFL deals). The reason why they do this is because they're cartel taking advantage of the supply & demand but the ones harmed are taxpayers rather than consumers which is easier to address when it comes to anti-competitive.

Add it all up, here or there, post office isn't a big problem which the unreasonable requirements aimed at helping the private mail industry is clearly the thing that is "seriously wrong".

So instead of the MIC paying the USPS paid. Another bullshit anchor on anything good. The USPS is stable without the BS monkey wrenches thrown at it.

Like approving housing authority's to build apartments then not budgeting capital repairs. Voila! Falling apart apartments. No try paying for rehab work off of poverty wages of the people that live there. Not going to happen. This started in the 40-50's and led to the Igoes' and Cabrisis's in the 60's and 70's. Things have improved a little, RAD, HOPE VI and mod rehab help a little, but tax credit properties only serve those in the 40-60% of AMFI range.
