North Korea's disappeared: regime performs experiments on disabled people before leaving them to die

North Korea is systematically "cleansing" its population by making those with mental or physical disabilities disappear, a defector has claimed.

Ji Seong-ho, 32, who escaped from North Korea after losing his left leg above the knee and his left hand at the wrist, said the disabled are considered a stain on North Korea's image and a "humiliation" to the ruling regime....

He said two other defectors had told him of a village in the remote and inhospitable mountains of Ryanggang Province where anyone with dwarfism was sent.

"They were forbidden to leave and left entirely to their own devices, without any outside help," he said. "The men were castrated so they would become extinct. There's no-one left there by now."

Action T4 (German: Aktion T4, pronounced <akˈtsi̯oːn teː fiːɐ&gt was the postwar designation for a programme of forced euthanasia in wartime Nazi Germany. Under the programme physicians were directed to judge patients "incurably sick, by critical medical examination," and then administer to these patients a "mercy death" (German: Gnadentod). In October 1939 Hitler signed a "euthanasia decree" backdated to 1 September 1939 that authorized Reichsleiter Philipp Bouhler, and Karl Brandt, to carry out the programme of euthanasia (translated into English as follows):

Reich Leader Bouhler and Dr. med. Brandt are charged with the responsibility of enlarging the competence of certain physicians, designated by name, so that patients who, on the basis of human judgment (menschlichem Ermessen), are considered incurable, can be granted mercy death (Gnadentod) after a discerning diagnosis. — Adolf Hitler

Various other rationales for the programme have been offered, including eugenics, Darwinism, racial hygiene, cost effectiveness and welfare budget.

The programme officially ran from September 1939, to August 1941, during which 70,273 people were killed at various extermination centres located at psychiatric hospitals in Germany and Austria. After the official termination of the programme physicians in German and Austrian facilities continued many of the practices that had been instituted under the program right up until the defeat of Germany in 1945. This "unofficial" continuation of the Action T4 policies led to more than 200,000 additional deaths. In addition, technology that was developed under Action T4, particularly the use of lethal gas to perform mass scale murder, was transferred to the medical division of the Reich Interior Ministry, along with transfers of personnel who had participated in the development of the technology. This technology, the personnel and the techniques developed to deceive victims were used in the implementation of industrial killings in mobile death vans, and in established extermination camps with stationary facilities for mass murder.
