The federal investigation into the George Washington Bridge lane closures likely won’t wrap up until sometime in 2015, people familiar with the matter said, potentially complicating New Jersey Gov. Chris Christie ’s path to a possible presidential run.

The 10-month investigation by New Jersey U.S. Attorney Paul Fishman has ranged widely, delving into whether the lane closures in September 2013 amounted to a theft of revenue for the Port Authority of New York and New Jersey as well as whether any coverup resulted in a crime, the people said.

But prosecutors haven’t gotten cooperation from at least one central figure: Bridget Kelly, a Christie deputy chief of staff whose email before the closures summed up the scandal: “Time for some traffic problems in Fort Lee,” according to someone familiar with the matter.

That and other factors have likely pushed any conclusion of the investigation into 2015, people familiar with the matter said.
