When testing for drugs

Perhaps we should include caffeine as a stimulant drug just to make sure we can bring the point home to these stupid idiots.

I'd like to see members of CONgress rigidly hold themselves to EVERY law on the books (just to be good examples to the rest of us, you understand ). They are allowed to be defended by public defenders, only (they are public servants, after all ). Then perhaps we might have some rationalization and sense written into the law.
