He's the one who came up with the idea of arming and using as proxies Islamic radicals to draw the USSR into a war in Afghanistan. It was the Mujahideen which became Al Qaeda which became hundreds of other terrorist proxy groups such as the Free Syrian Army (FSA), al Nusra and ISIL/ISIS/IS.
