UPDATE: Police Chief Aaron Jimenez has confirmed with The Huffington Post that the officer making threats in videos shot by protestors is Lieutenant Ray Albers.

That's always procedure.

He should be demoted back to beat walker so his pay while on administrative leave is decreased.

He deserves that much. He sure as hell doesn't deserve a lieutenant's salary while he's being paid for doing nothing during the investigation.

but he needs to be removed from the situation and undergo some significant psychiatric analysis to ensure he's ready to return to duty, if he is capable of that.

We need substantially more mandatory counseling for cops and the military and prison guards and so forth.
