Riddle me this.....

The Ferguson Police Department has released the Offense/Incident report here:

Why is the report filled out with statements calling out Brown and Johnson (see Page 6 of 8) as the perpetrators, by name. As if the report had been filled out before the death, even though they refer to the death as another event.

I find the report, the timing, and the statements all very curious.

How could the Press request a video it didn't even know existed until Ferguson PD released it?
